After Potti Sriramulu's fatal fast and the Fazl Ali commission, India is redrawn into 14 states and 6 union territories, largely by language.

Potti Sriramulu died on 15 December 1952, fifty-eight days into a fast for a Telugu state, and Andhra State was carved from Madras on 1 October 1953 with Kurnool as its capital. The commission of Fazl Ali, H. N. Kunzru and K. M. Panikkar reported in 1955, and the Act took effect on 1 November 1956.

Andhra absorbed the Telugu districts of Hyderabad State and moved its capital to Hyderabad. The commission had declined to make language the only test, and Bombay and Punjab were left bilingual; both would be split next.
